The Evacuation Fleet was a small number of cars parked at New Orleans to help evacuate residents when hurricanes were approaching. They are usually cars on their last legs, otherwise off the active roster, or in need of major maintenance that wasn't possible at the time given Amtrak's perpetually short capital budget. Not sure who paid to keep these cars operable during storage but it was likely a Congressional earmark!
